It forces background apps to take up a large amount of internet. So you need to disable it. Just wanted to add that I am having exactly the same problem - slow downstream, fast upstream, 5268ac modem, DD-WRT build 21061. Everything works just fine if I use the modem's built in router. If I use DD-WRT in DMZ Plus mode on the modem, my downstream is unusable (3-5Mbps) while my upstream is capped and working at 20Mbps. Not too slow and not too fast—that's how you roll. To do so Ron has UVerse and an extender and it slows to a crawl when he streams. Leo suspects that it's his modem that's causing the problem. It's likely an out of date modem that's slowing the network traffic down.
